JOB DESCRIPTION:  Director of Facilities

CONTRACT TERMS:  240-day calendar 

REPORTS TO:  The Superintendent of Schools

SUPERVISES:  Maintenance Technicians and Custodial Staff & Contractors

SALARY GRADE:  22

FAIR LABOR STANDARDS ACT:  Exempt

Overall Purpose:

The Director of Facilities is responsible for planning, directing, coordinating, and overseeing the operation and maintenance of district facilities and grounds. The position includes supervising custodial and maintenance staff, managing services, overseeing personnel, and ensuring the facilities meet district objectives within budget.

Minimum Qualifications:

  • Education: Bachelor’s Degree in engineering, building trades, or related field (preferred)
  • Experience:
    • 10 years of experience in construction, maintenance/repair, or daily operation of buildings and grounds
    • 5 years of supervisory experience
  • Skills:
    • Ability to analyze complex information and develop solutions
    • Knowledge of Department of Health regulations, hazardous materials handling, OSHA, and ADA requirements
    • Must hold a valid Georgia Driver’s License

Essential Duties & Responsibilities:

Facilities Management:

  • Develop and oversee preventative maintenance and renovation programs for buildings, grounds, and systems (mechanical, electrical, utility, and safety).
  • Identify and report mechanical and structural deficiencies and needs for repairs or replacements to the Superintendent or Assistant Superintendent.
  • Prepare specifications for physical plant projects and estimate associated costs.
  • Manage facilities budget and procurement processes and ensure fiscal compliance with local, state, and federal regulations.
  • Contribute to long-term strategic planning for future facility needs.

Staff Supervision:

  • Recruit, hire, and train facilities staff, ensuring compliance with federal, state, and district policies.
  • Supervise, evaluate, and schedule maintenance and custodial staff.
  • Ensure staff are adequately trained in specific tasks and responsibilities related to their roles.
  • Oversee all building and grounds upkeep personnel, including electrical, plumbing, heating, air conditioning, and ventilation services.

Compliance & Safety:

  • Ensure all facilities meet safety standards and ADA compliance requirements.
  • Serve as the administrator responsible for facility safety, including adherence to federal and state regulations.
  • Maintain updated and accurate records of inventory, maintenance schedules, inspections, and other compliance documentation.

Project & Vendor Management:

  • Oversee construction, repair, and maintenance projects performed by outside contractors.
  • Develop and manage bid specifications for projects and contracted services.

Emergency Response:

  • Respond to emergencies (accidents, vandalism, etc.), organizing staff to address the situation and ensure safety and resolution.

Additional Duties & Responsibilities:

  • Oversee equipment and supply orders, ensuring proper inventory management.
  • Serve as a liaison with public and community agencies to ensure compliance with fire and building codes.
  • Inspect custodial work to meet site safety, cleanliness, and maintenance standards.
  • Maintain custodial equipment and ensure proper working conditions.
  • Monitor district-wide security and report incidents, taking steps to minimize liability and loss.
  • Supervise the department's workload to optimize efficiency.
  • Participate in relevant workshops, seminars, and meetings to stay informed about operations and to communicate updates or changes.
  • Research and recommend improvements for cleaning, maintenance, and facility operations.
  • Perform other duties as assigned by the Superintendent or Assistant Superintendent.

Work Environment:

  • This position requires frequent indoor and outdoor work, with occasional exposure to heat, cold, and inclement weather.
  • The job involves entering tight spaces, crawling, and working in conditions such as vibrations and potential electrical hazards.
  • The work environment is generally loud.

Physical Requirements:

  • Regularly required to talk and hear.
  • Frequently required to use hands for various tasks (grasping, handling, lifting, pushing, pulling).
  • Regularly use office equipment (telephone, computer, fax, copy machine).
  • Physical activities like walking, climbing stairs or ladders, kneeling, and crouching are required.
  • Must be able to lift/carry up to 50 pounds regularly and up to 75 pounds occasionally.
  • Visual acuity for close, distance, color, peripheral vision, and depth perception.

General Work Activity Breakdown:

  • 20% sitting
  • 40% walking
  • 40% standing

Evaluation:

The Superintendent will evaluate the Director’s performance annually in accordance with the Board’s evaluation policy.
