Job Title: Testing and ESOL Administrator
Location: Lowndes County Schools, Valdosta, Georgia

Job Summary:
The Lowndes County School System Testing & ESOL Administrator is responsible for overseeing all standardized testing programs and ensuring compliance with state and federal requirements for English for Speakers of Other Languages (ESOL) services in Lowndes County Schools. This role supports both student assessment and language acquisition efforts, ensuring that students receive appropriate services and instructional support. The Administrator works closely with school leaders, teachers, and district personnel to ensure effective program implementation, compliance with regulations, and data-driven decision-making.
Key Responsibilities:
Test Administration & Compliance:
Coordinate and oversee the administration of all standardized tests, including Georgia Milestones, ACCESS for ELLS, GAA (Georgia Alternative Assessment), PSAT, SAT, ACT, AP Exams, NAEP, and other district-level assessments as needed. Ensure adherence to all Georgia Department of Education (GaDOE) policies, regulations, and test security protocols.
Develop and implement procedures for the secure handling, distribution, administration, and return of all testing materials.
Serve as the primary liaison between the Georgia Department of Education, district administrators, school testing coordinators, and other stakeholders regarding
assessment policies and procedures.
Train and support school-level testing coordinators, administrators, and test proctors to ensure smooth and standardized test administration.
Investigate and report testing irregularities, ensuring appropriate documentation and corrective actions.
Monitor testing accommodations for students with disabilities and English Learners (EL) to ensure compliance with IEPs, 504 plans, and federal requirements.
ESOL Program Oversight & Compliance:
Coordinate the district's ESOL program, ensuring compliance with federal and state guidelines under Title III of the Every Student Succeeds Act (ESSA).
Oversee the administration of the ACCESS for ELLs assessment and ensure accurate identification, placement, and progress monitoring of English Learners (ELs).
Train school personnel on proper EL identification procedures, including screening and placement using the WIDA Screener.
Assists schools in monitoring the effectiveness of ESOL instructional strategies and support services provided to EL students.
Collaborate with school administrators, ESOL teachers, and classroom teachers to support language acquisition and academic achievement for EL students.
Assist schools with communication with parents and guardians of EL students to provide resources, guidance, and support regarding their child's language development and academic progress.
Collaborate with district and school leadership to develop strategies for improving student assessment performance and EL program effectiveness.
Data Management & Analysis:
Ensure the accurate collection, validation, and submission of student assessment data to the Georgia Department of Education and district leadership.
Analyze student performance data to identify trends, strengths, and areas for
improvement at the school and district levels.
Provide reports and data insights to district and school leaders to inform instructional planning and academic interventions.
Assist schools in using assessment data to drive instructional improvements and student achievement.
Assist schools in using assessment and language proficiency data to drive instructional improvements and support EL students.
Professional Development & Support:
Conduct training sessions for school administrators, teachers, and support staff on testing policies, security procedures, and best practices.
Provide guidance on the interpretation and application of assessment results to enhance curriculum and instruction.
Provide professional learning opportunities on instructional best practices for English Learners.
Stay current on assessment policies, ESOL program regulations, and research to provide informed recommendations to district leadership.
Other Duties:
Perform other duties as assigned by the Assistant Superintendent of Teaching & Learning.
Qualifications & Requirements:
Education & Experience:
A Master's degree in Education, Educational Leadership, Assessment & Evaluation, or a related field is preferred.
A valid Georgia educator certification is required; Educational Leadership certification is preferred.
A minimum of five years of experience in education, with two years of experience in assessment administration, or instructional leadership is preferred.
Skills & Competencies:
Excellent organizational and project management skills with attention to detail. Ability to analyze and interpret assessment data to support decision-making.
Strong communication and training skills to effectively support school administrators and staff.
Proficiency in data management systems and assessment software.
• Ability to work collaboratively with district and school leaders to support student achievement.
Working Conditions:
Primarily office-based with travel to schools as needed.
Occasional evening or weekend work may be necessary during peak testing periods.
